  1. Promote environmental awareness through the creative reuse and upcycling of waste materials.
  2. Showcase the creativity, innovation, and artistry of elected barangay officials through wearable fashion.
  3. Encourage local government units to strengthen environmental stewardship and solid waste management initiatives.
  4. Demonstrate that discarded materials can be transformed into functional, artistic, and meaningful wearable art.

  1. The contest is open to all City and Municipal Liga Chapters of the Province of Iloilo.
  2. Each city or municipal Liga shall field one Male Contestant (Escort) and one Female Contestant (Muse), collectively referred to as the Contestant Pair.
  3. Contestants must be incumbent elected barangay officials: Punong Barangay, Barangay Kagawad, SK Chairperson, or SK Kagawad.
  4. Contestants must be duly registered and paid participants of Liga Day 2026.
  5. Each contestant may represent only one city or municipal Liga chapter.
  6. Substitutions are allowed only before the official registration deadline.

  1. Every participating city or municipal Liga chapter must submit the duly accomplished Form A on or before July 17, 2026.
  2. Form A must include the names and positions of the Escort and Muse, the Liga chapter represented, the title of the entry, and a brief costume concept and materials description.
  3. Only entries with a complete Form A submitted within the prescribed period shall be officially accepted, unless otherwise authorized by the Organizing Committee.

  1. At least eighty percent (80%) of the costume must be made from recycled, repurposed, reclaimed, or reusable materials.
  2. The costume must be fully wearable, safe, functional, decent, original, and suitable for a public government event.
  3. The design must be free from offensive, discriminatory, or politically partisan content.
  4. Basic clothing, footwear, undergarments, fasteners, structural supports, and safety accessories are permitted when integrated into the wearable design.
  5. Heavy or oversized backdrops, stage sets, wheeled platforms, or non-wearable structures are prohibited. A non-wearable element exceeding one meter in width or height is considered oversized.
  6. All components must be safely carried by the contestant throughout the parade and runway presentation.

  1. The Contestant Pair, together with their Liga President, shall lead their delegation during the Parade of Colors while wearing the Trashion costumes.
  2. The formal presentation includes an entrance walk, individual and pair poses, runway walk, final pose, and exit.
  3. No verbal presentation or costume narration is required.
  4. Contestants must report to the assembly area at least one hour before the Parade of Colors.
  5. Contestants must remain in full costume until judging is completed unless directed otherwise.
  6. The Organizing Committee may prohibit or require modification of any unsafe or non-compliant costume or prop.
  7. The decision of the Board of Judges is final, irrevocable, and not subject to appeal.

  1. Failure to satisfy eligibility requirements.
  2. Failure to comply with the required use of recycled or repurposed materials.
  3. Presentation of indecent, offensive, discriminatory, or politically partisan concepts.
  4. Use of prohibited oversized or non-wearable structures.
  5. Unsportsmanlike conduct or failure to follow lawful instructions of the Organizing Committee.

An original music-video challenge using the official Liga Day 2026 soundtrack, showcasing creativity, storytelling, dance, and production quality.

  1. The contest is open to incumbent barangay officials officially registered to Liga Day 2026, including Punong Barangays, Barangay Kagawads, SK Chairpersons, SK Kagawads, and appointed Barangay Secretaries and Treasurers.
  2. Each team must have a minimum of ten (10) and a maximum of fifteen (15) members.
  3. Members may come from different barangays of the same municipality they represent.
  4. Everyone appearing in the video must be an incumbent barangay official officially registered to Liga Day 2026.
  5. A production team of up to three members—one cameraman, one production crew member, and one editor—may be hired. Their names must be submitted with the official competing team.

  1. All entries must exclusively use the official Liga Day 2026 soundtrack provided by the Organizing Committee.
  2. The soundtrack may not be altered, remixed, or replaced with any other music.

  1. The music video must be original and created specifically for this competition.
  2. The video must visually interpret, perform, or creatively present the official soundtrack.
  3. The duration must correspond to the full length of the official soundtrack.
  4. The entry must be submitted in MP4 format, with a minimum resolution of 1920 × 1080 in landscape orientation.
  5. The video must not contain unauthorized copyrighted materials, trademarks, logos, or third-party content.
  6. Content must be appropriate for public viewing and free from offensive, discriminatory, obscene, or unlawful material.
  7. AI modification is not allowed in the submitted video.

  1. Entries must be posted on Facebook on or before July 15, 2026 at 11:59 PM.
  2. Use the hashtags #LigaDay2026 and #HatawSaLiga2026.
  3. Tag the official Facebook pages Kap Amalia Debuque and Liga Ilo Province.
  4. The names of all participants appearing in the video must be included in the caption for verification.
  5. Entries must remain publicly accessible throughout the contest period.
  6. Late submissions will not be accepted.

A fast-paced live talent showdown featuring singing, dancing, acting, comedy, spoken word, and other creative performances by registered barangay officials.

  1. All performers must be barangay officials officially registered to Liga Day 2026.
  2. Performances may be presented by individuals, pairs, or groups.
  3. Performers may come from different barangays or municipalities, provided they belong to the same district being represented.
  4. A minimum of two (2) and a maximum of three (3) entries per district will be accommodated.
  5. Each entry may present singing, dancing, acting, comedy, spoken word, or another creative expression.
  6. Dangerous stunts, lifts, tumbling, fire, and pyrotechnics are strictly prohibited.
  7. The maximum performance time is two (2) minutes. One point will be deducted for every excess minute or fraction thereof.
  8. All performances must be appropriate for a public audience.
  9. The judges’ decision is final and irrevocable.

  1. Interested performers must coordinate with their respective Municipal Liga Coordinators.
  2. Each of the five districts must submit its official list of participants five (5) days before the competition on July 19, 2026.
  3. Only two (2) to three (3) entries per district are allowed and must be endorsed by the respective District Coordinator.
  4. Districts may conduct auditions or pre-competition judging to select their best entries.
  5. Performers must upload their music to the Google Drive link provided by the Organizing Committee.
  6. Performers not officially endorsed by the District Coordinator will not be allowed to compete.

Final authority. Matters not specifically covered by the published mechanics shall be resolved by the Organizing Committee. Its interpretation of the rules and the decision of the Board of Judges shall be final and binding.
